MANAGER, PROCUREMENT & LOGISTICS, MOI INTERNATIONAL AIRPORT (MIA) (1) POSITION JOB GRADE S7 REF: P&L/MPL/JULY 2018

Job Purpose

The job holder is responsible for managing procurement of works, goods and services and ensuring that Inventory Control, Asset and Stores management and Distribution are carried out in accordance with the provision of Public Procurement & Asset Disposal Act (PPADA) 2015.

 

Employment Terms: Permanent

 

Reports to: Airport Manager, Moi International Airport (MIA)

 

Key Duties and Responsibilities:

  1. Provides leadership and supervision to procurement staff to ensure user requirements (works, goods and services) are procured within the budget and procurement plan.
  2. Ensures preparation, dispatch, opening, analysis and issuance of professional opinion on quotations as per the threshold set out in the Public Procurement & Asset Disposal Act 2015.
  3. Ensures Warehouse stocks are replenished periodically as per user requirements and on re-order levels to avoid stock outs.
  4. Provides updated list on stores that are in obsolesces state that requires phasing out and those already obsolete for disposal.
  5. Prepares, coordinates and facilitates implementation of annual procurement plans
  6. Monitors supplier performance to ensure they deliver within the required period of time.
  7. Liaises with users to prepare framework contracts on items required for the year and preparation of quotations documents.
  8. Ensures performance measures are designed to evaluate performance against the strategic plan;
  9. Facilitates training on procurement regulations as per the training needs.
  • Ensures good maintenance and improvement of KAA Quality Management System (QMS) and Safety Management Systems (SMS

 

 

Minimum Qualifications, Knowledge, Skills and Experience required for this position

  • Relevant Bachelor’s degree
  • Master’s level Qualification is desirable
  • Relevant professional Qualifications
  • Membership with relevant professional body at professional level qualification
  • Valid professional Practicing license
  • Minimum Eight (8) years relevant work experience with at least three (3) years Managerial experience.

Job Purpose

The position holder is responsible for overseeing operations of the airport and provide leadership to ensure that all resources are optimally utilized.

 

Employment Terms: Permanent

 

Reports to: General Manager, Operations & Safety

 

Key Duties and Responsibilities:

  1. Provides leadership for airport staff and ensures general co-ordination of all agencies operating within the airport.
  2. Prepares and implements business development plans for the Airport to enhance growth in partnership with airport stakeholders.
  3. Develops, reviews and implements Airport strategic plan
  4. Develops, implements and reviews Airport Master Plan in consultation with airport stakeholders
  5. Develops, reviews and implements the Airport budget.
  6. Manages and directs the implementation of civil aviation standards and recommended practices.
  7. Maintains compliance with Airport certification requirements at all times.
  8. Ensures implementation of airport environmental programme
  9. Provides oversight of operations in all Coast region airports/ airstrips.
  • Ensures good maintenance and improvement of KAA Quality Management System (QMS) and Safety Management Systems (SMS)

 

 

Minimum Qualifications, Knowledge, Skills and Experience required for this position

  • Master’s level Qualification is desirable
  • Minimum Ten (10) years relevant work experience with at least three (3) years Managerial level.
  • Aviation industry experience is highly desirable.
