a) Job Purpose
The job holder will be responsible for co-ordinating corporate performance management, staff productivity, reward and sanctions systems to effectively support achievement of strategic goals and objectives.

b) Key Duties and responsibilities
i. Ensuring the Authority’s performance management and service quality improvement processes are focused and aligned to the corporate strategic objectives;
ii. Inculcating a high-performance culture within the organization to achieve the Authority’s strategic goals and objectives through working closely with departmental heads to develop goals and initiatives;
iii. Ensuring performance measures are designed to evaluate performance against the strategic plan;
iv. Implementing policies, strategies, procedures and standards on performance management and reward and sanctions systems in the Authority;
v. Collaborating on the design of the information technology infrastructure required to support a robust performance review and quality improvement system;
vi. Periodically reviewing the performance management function in the Authority and recommending appropriate interventions;
vii. Designing and implementing performance-based reward and recognition systems in line with the Corporate strategy, departmental objectives and individual performance to drive employees to higher productivity;
viii. Designing and implementing performance management and quality improvement capacity building training on programs for all level of employees in the Authority;
ix. Spearheading culture and change management in the Authority;
x. Providing the necessary performance data and progress reports on a timely basis and making recommendations for future improvements; and
xi. Implementing the rewards and sanctions framework.

c) Key Qualifications and Experience
i. Bachelors degree in Human Resource Management, Business Administration (Human Resource Management Option), Social Sciences from a recognized institution
ii. Certified Human Resource Professional (CHRP) /Higher Diploma in Human Resource Management
iii. Member of Institute of Human Resource Management and in good standing
iv. At least 8 years of relevant work experience with at least 3 years of managerial/supervisory experience
v. Proficiency in computer applications

d) Skills and Competencies
Teamwork, good communication, interpersonal, supervisory and analytical skills.

Terms and Conditions of Service
The Corporation Secretary and General Manager positions shall be for a three (3) year contract term renewable subject to satisfactory performance or attainment of mandatory retirement age whichever happens earlier. The other positions will be on permanent and pensionable terms as per the provisions of the Authority’s Human Resource Policy and Procedures Manual.

(v) Report from an approved Credit Reference Bureau (CRB)

The clearance certificates should be valid and current.

The self-declaration Form from EACC should indicate the respective position that is being applied for.
